i did her esrned found out she tried to have me killed because i killed her bestie minagho, she got thrown out of 10,00 D's and the quest chain says shes in battle bliss but im already the champion there and she ain't no where to be found, i even dim door'd throw some of the previous accessible areas, nothing. by the way trevor still has a clone there, and gelderfang miraculously is alive and still thniks he's the champion.

is this quest broken?

She's near the cluster of beggars in the lower city, IIRC it was in the Southern area of the map.

Enter the lower city from the portal by Angel Boy in the Nexus and head towards the Tavern. You should run right into her. As a suggestion for the fight, teleport everyone to one of the roofs with Dimension Door and take her out with ranged and AoE attacks.
