But, as written, yes, should definitely apply. Aside from spending the feat, there's no particular downside to this one.
That said, if you are having trouble hitting the enemy, you are probably better off turning off power attack (and combat expertise and lunge) so all your attacks aren't penalized, AND, if you are not having trouble hitting the enemy, then this feat does nothing.
I'd argue that the main value of Focused Strike is for mid-low BAB classes with 2h weapons (like an orc sorcerer with great axe).
This only negates the penalty from power attack, too, so your combat expertise and lunge and so forth are still penalties.
The one case it seems worthwhile is for a Rowdy/Fighter using Mythic Vital Strike and Improved Cleaving Finish. Does the bonus carry on to the cleave strikes from cleaving finish?
Cleaving finish strikes aren't affected by Focused Strike. Just the initial vital smack.
