PS: I agree with the solo game, who cares mentality. Its why I full respec and tweak the companions to be in theme, but better.
I would say that they are at Nexus, but I believe due to Nexus policies both may have moved to GitHub.
TabletopTweaks is more focused on bringing in some "missing" things from tabletop rules, making things work more properly like tabletop, and some things that are basically bugfixes (like making Loremaster do what it says).
Toybox ... can be used in a lot of ways, including godmoding through the entire game if you want to. In reality, it also, in some ways, lets you also fix things that are bugged and broken, including quests. Be careful ... messing in the "Etudes" can fix things that are broken OR break them worse, so use at your own risk. Save often and early.

That said, Table Top is a solid mod as well.
Welcome to the modding community. Just remember with every patch you will need to check for mod updates. Most major mods are updated within a day - if not hours of a patch coming out.
Just use a savegame editor and set the attributes to be whatever you want. No need for mods.
The only NPC that I don't use the respec mod on is Camilla due to her custom religion.
Other than that I have not noticed any major issues using the dedicated mod. Personal opinions on NPC characters aside, I do agree that the point buy mechanic should be equal for all characters. Why make mercs 20 the player 25 and NPC's varied between 20 (Nenio) and 32 ( Wojiof & Camilla). I give a pass to Arue due to the whole demon thing.
