years later and i still haven't seen anyone explain what hes there for just to give mysterious advice to the player?

I've never found him in Drezen, but in Act 3 you can go back and talk to him. He'll give you a crusade event that you can do using the crusade management stuff. That's all I know.

If you send him to Drezen you can find him a little way from where Camillia stands slightly NE of that area. The area is near the Jewellery Merchant is around the corner from there.

he's a backer NPC written to hint at story events, you get a special interaction with him as aeon

It's a backer thingie, which is why he is so weird. Nearly all of the backer stuff is way out of place, some are even cringe as hell (like the infamous pirate dude in Kingmaker).

All the backer stuff is not really tied to the main story, which is also a reason it's so weird. So that guy have "no deal" outside his "quest". If you do answer chaotic all the time, he come and help you in Threshold tho.
