She is a fair candidate for the +4/tier spells mythic ability as that gets her enough to be interesting instead of 'durr got 1 spell' for 8 levels.
Is that typical of paladins then?
yes...
there are 3 types of casters: 9 levels of spells (full casters), 6 levels of spells, and 4 levels of spells. Paladin is 4 levels of spells so it takes forever to get them. It always was like this in D&D... like oo, now that I have 150 hit points, I can has 1 cure light wounds cast.
D&D solved this problem by multiclass cleric and fighter or just build your cleric to fight.
PF solves the issue with warpriest, or fighting cleric like the crusader.
None of that gives you full BAB and heavy casting, but you can find a happy medium over the nearly no spells paladin design.
Full casters : they have 9 levels of spells. The arcane ones have a 1/2 BAB, the divine ones have a 3/4 BAB.
Hybrid casters : they have 6 levels of spells. They are pretty much the pathfinder version of multiclasses (warpriest is fighter/clerc, magus is fighter/mage, bard is rogue/sorcerer, hunter is fighter/druid, skald is barbarian/sorcerer, inquisitor is rogue/cleric etc.). They have 3/4 BAB. They prety much expanded the bard formula from ad&d2e and dnd 3.5 and adapted it to most of the combinations.
battle casters : they have full BAB but only 4 levels of spells and they only get spells starting class level 4. Those are paladin, ranger, bloodrager.
A nice thing from pathfidner over dnd though, battle casters have a specific spellbook, and not just the first 4 levels or cleric, druid or sorcerer. They have unique buffs or some late spells getting downgraded to level 3 or 4 so that they can cast it. While you're not going to get a high DC for offencive magic, most of the buffs are still greats.
The spells are not useless for the class.
Nenio (illusionist Scroll Savant) is a wizard, with Full Casting ability
Woljif is an Eldritch Scoundrel, a moderate caster. He only gets 6 levels. the rest goes into thievery stuff.
Seelah is a low caster, she gets a few spells, everything else goes into her paladin levels.
