Stuck on the ship - Midnight Isles DLC

hey yall, im having this bug to where, in the midnight isle dlc, my next character spawns on the ship. this started happening after the second major boss, the archpriest.
the activate button to move to the docks doesnt appear, and opening the map shows the helmsman's icon on the docks, yet a copy(?) of the npc is by the steering wheel, where he usually appears.
what's rlly frustrating is that it seems to happen randomly. i reloaded an old save before the story scene happened and i was forced reroll, and quickly did up a text build, and he spawned in normally in the alleyway on the docks. reloading again, the same bug happened to where i spawn on the ship.

i searched around online and i saw a few other people posting about the same problem. the midnight isle dlc is over a year old i think. will this be getting fixed at all?

Oh, did you talk to the "chain" yet? There's like a weird talking chain at the front of the ship that is somehow related to the helmsman, in regards to the story. Like a big purple chain hanging diagonally.

i sure have. everything seems to be working normally, but my new character just inexplicably spawns in on the ship, so i can't progress the quest, hire mercs, or even shop from the merchant. idk what im doing wrong, if anything.

the bug seems to be tied to the plot cutscene after the archpriest. i don't know why, but if i skip over the dialog, my character spawns in fine on the docks. letting the dialog play out has my character spawn in on the ship, unable to progress.
i tried it multiple times and was able to replicate it. i dont know why it happens lol

i've also been getting crashes on party rest since the recent dlc update. that's another issue tho lmao
