The Toybox mod has a 1 button "ignore weight" option.
The encumbrance difficulty setting only effects whether or not your move speed is slowed based on encumbrance, not any other effect of being over encumbered. As Sin said, Toybox mod is the best way to disable that. Toybox also has a myriad other features, as well as a toggle to allow for achievements while using mods, if you care.
If you don't like messing with mods, you could just buy all the bags of holding you can find and be more selective as to what you pick up.
Turn based speeds up if you tap space. I dunno about the autocombat mode where everyone runs around on AI; I can't play like that. Combat is much faster if you avoid unnecessary crowd control like grease. If you need it, use it, but it confounds the AI.
Also I use Toybox's features to disable armor penalties because anti-realism real-life plate armor is actually lighter then modern flak armor and get this more maneuverable, so yeah the dex penalty and speed penalty from that are off, I also allow enchantments to stack because I think the no stacking enchantments rule is stupid and basically ignores how magic works, i prefer the Skyrim system of enchantment stacking I don't care if it makes me brokenly OP I like being brokenly OP in games. I also am not ashamed to say I use friendship is magic, love is free and a host of other mechanics Toybox offers I use the entire toolset because I find it fun to do.
Ultimately I get more fun playing it that way and if I want the game to be harder well that's what I have Worldcrawl for.
I would like to get rid of the constant fatigue when traveling on the map. Someone carry the damn weak ass Wizard please.
