Didn´t have this issue.
There are 2 weights, the individual stuff, and the party weight. I usually drop stuff if they go above medium, because light has the fastest speed. Also it could be that the formation is locked at the speed of the slowest party member. But i´m unsure...
I noticed this as well since I've been replaying it.
Basically - make sure your carry load is light and you'll run at max speed. It changes on medium (which I don't remember it did 2 years ago). It SHOULD only change on heavy loads.
OR
You can also select the option under difficulty to have carry weight not affect walking speed.
Lastly - there are bugs that's been fixed and re-broken all over again. It's annoying AF.
Right now Primalist is completely bugged - you can't pick rage powers at all..
Also - trickster feats are showing up for Loremasters even though it was fixed at least TWICE before.
It was in Act 1 and now in Act 4. Moreover the same problem in Act 4 occured just today... So problem is because of some graphic, but I can't realize the reason - some days ago it was all fine, and now everything is slow. Impossible to play.
one thing I've noticed is clicking screen transition zones (moving up and down floors, entering buildings, etc.) makes your characters slowly walk over to it, whereas assembling your group in front of it makes them ACTUALLY run. really annoying to deal with all the time
