Kingmaker is one Pathfinder module and WoTR is another Pathfinder module.
You can play them separately. The Pathfinder title given to both game is actually a reference so folks know what RPG system/setting they use.
You can play this game without Kingmaker to its full content and enjoyment.

Storywise, one of them is a crusade as the title implies, while the other one is founding a kingdom.
I agree. I played WotR first. After playing Kingmaker now, I hate it and would never have tried WotR if I had played Kingmaker first.
