"Agile" on off-hand

So, I found a dagger with "Agile", and according to description is should apply the DEX to dmg, if the user has Weapon Finesse. And it say that off-hand weapons should get the benefit too (But not two-handed).

I'm using that dagger off-hand with camelia, along with a rapier, and agile is not working. If I grab only the dagger in the primary hand, it works, but not on off-hand. What am I missing?

Are you sire it isn't applying in the off hand? It won't have the whole Dex bonus, as off hand weapons only receive half the normal ability score bonus.
