Eternal Protective Luck: bug, or feature?
If you have a witch put Protective Luck on someone, and then cackle out of combat repeatedly, just spamming the button, you can build up the duration indefinitely, until you have several minutes before it will wear off. Sure, you may get tired of the cackle sound effect, but you can spread PL around to every other party member, making them all MUCH harder to kill in every fight.

Is this working as intended, or just an oversight?

You can just enable a 10 min per cackle / chant buff of it in toybox.

It's legal by the rules. So working as intended. But so annoying to manage that not many people will bother.

If that's the only thing stopping you, there is a way to re-enable achievements on a modded game.

Your concept of cheating is malformed. If you feel that mods invalidate the purpose of achievements, that's your choice to make, but you shouldn't be whining about the consequences of your own personal purely arbitrary free choices.

Your sentence doesn't make any sense. There is no "IF, he either values his time or not, and it has nothing to do with pressing the button 10 minutes.

He is right, making the game easier because you have "your own vision of the game" is almost the same as cheating. Yes, it's a single-player game, but there are specific rules and achievements from the developers.
At least he can say that he finished vanilla game without mods, as the developers intended. And you can't.

I would think it's an oversight, as that doesn't appear to be the intended way the ability should be used. They could fix it by limiting cackle use to once per round.

I think you can make 2 movement actions in one round and cackle is a movement action.
