Spears and polearms are different weapon categories in Pathfinder system.
Proficient, not focused.
It's more about balance. Spears in the game are mostly simple weapons, while pretty much all polarms are at least in the martial category.
Like there are 2 categories of blades, light and heavy.
Spear weapon class are long weapons used in thrusting, and tend to deal piercing damage.
Polearms are long weapons used with a swinging motion and tend to do slashing or bludgeoning damage. It's about how the weapon is used that determined the weapon group they belong in.
