So, he cast the spell, but doesn't move? Any chance this is happening just in the first round of combat?
If he is glowing blue, that should mean he is holding the spell. Trying clicking on the person you want him to heal and see if he then moves and heals. Don't recast the spell.
It’s been a recent problem with touch spells, on top of existing problems with them from way back. Characters will move to try and use the spell but it fails and locks the characters actions until they recast something else.
This one happens even out of combat and when it starts happening that character can basically never cast that spell normally again.
In the combat log it says "character" casts potion of light wounds.
Only able to target self "character" uses potion of light wounds.
Annoying maybe related.
Touch spells that don't resolve are showing up as abilities on the character tab.
Casts of touch attacks that didn't resolve on the same turn used to temporarily autofill a quickbar slot but now a cast that does complete autofills an unusable slot instead.

Possible work around.
Used a scroll of light wounds from the action bar and that fixed the spell.
