How do I get quests from Ulbrig.?
He is in my party.

His questline only starts in Act 2.

Can I now find Ulbrig and continue or do I have to re start from act 1?

He will come to you in Act 3. You miss his'Grand Entrance" and a bit of dialogue, but you will be able to get his act 2 quest.

How do I get to the throne room to meet Ulbrig?

After you relocated your HQ to Drezen you just go to sleep there and if an NPC wants to speak to you, you'll be in the throne room right after you finished resting and the dialogue starts.

Sometimes the same thing happens after skipping a day while doing the Crusade Management on the table. It almost certainly will pop up before/after meetings of a council.

How do I get a meeting of a council?

Luckily for the Knight Commander they're not wanted by somebody every single day. As I said "IF" an NPC wants to talk to them, they will appear. There are timers and prerequisites for each such visit.
Skipping days or resting doesn't make a difference here.
