Report a translation problem
This mechanic exist so that you can safely cast touch based spells out of attack of opportunity range, then get close enough to use them and actually use them on the same turn. This is important for any healer that isn't going to be getting concentration if they want to heal a target in a melee especially against enlarged enemies or enemies with reach weapons.

you know what bugs I miss?... the ones in lepers smile first time... it made the whole event so unique... now all I see is clear skies.... with a chance of raining bodies...
If you move to or are already close target then cast the spell, you will also never encounter it.
I think it is hard to fix because it was hardcoded to work precisely this way for RTwP when TB mode was not on table. And getting fix around that, so it works only in TB mode is finnicky at best.
