Why woljif can’t cast level 3 spells like haste at level 6?

Do note that some spells can be at different levels for different classes. For example, Heroism is a 2nd level spell for Bard (available at level 4), but a third level spell for wizard (available at level 5). Though this doesn't apply to Haste as the only classes that don't treat it as 3rd level aren't in the game.

Your priest, I assume Sosiel? He won't get it. Haste is not on the cleric spell list. Haste is only available to (in this game): Alchemist, Bard, Bloodrager, Magus, Sorcerer, Wizard.

Because he is a eldritch scoundrel and need level 7 to cast level 3 spells. You can see this if you look in the chracter interface under "class":

They were speaking in broad strokes. Since haste is an Arcane spell, only wizard would get it at level 5. Praise Nenio.

Haste isn't a cleric spell.

Whether or not a spell is arcane or divine has nothing to do with the spell itself. It has to do with who casts it. Cure Light Wounds is Divine when cast be a cleric, but Arcane when cast by a bard. Fireball is Arcane when cast by a wizard, but Divine when cast by a shaman with a Flame spirit.
