Is Lunge a toggle?

Came back to the game after 6 months and saw this new Feat. Just wondering whether it's a toggle? Or do you need activate it every time?

Playing real-time so it's not very convenient if it's not a toggle. I know I could save and try it but I can't play right now and I'm curious.
