I killed Mephisto in the fleshmarkets, but he returns (in the other form) in act 5 like nothing happened.
Is this a bug or intended? I dropped the game after that.

To permanently kill major demons it needs to happen twice in the same year. Might also apply to devils.

i dont think so. Only to demons that apply, also there is no dialogue about the battle in fleshmarkets, like nothing happened. That bug killed the immersion for me.

Is it really a bug? I believe that I killed him in 4 act and then he was at 5 act. But I don't really know how killing an outsider works in Pathfinder. In DnD an outsider can only be killed in his home plane

It is because he was defeated in original form, then he has no reason to return to the castle in disguise form.

Why? Noone at court knows about his betrayal. Only you and your companions. When I talked to him, he didn't pretend he's Sunset. I assumed that he kept his form until our arrival for the court, not us.

Edit: Though I may be entirely wrong:)

...and you believe you understand the actions and motivations of Mephistopheles himself? puny foolish mortal... :Owlcat_suspecting:

You are wrong. The dialogue was the SAME, like before the battle and all. Its clearly a bug.
edit: And if it was the case, the game could provide a option to talk about him to other people to banish him or something.

I believe that him was killed by mortals, then he will be killed again in the court, then he will not back to that place...

to my knowledge it's kinda similar, summoned outsiders will just get banished if "killed" but pretty much all of the Demons in game came through the Worldwound, which means they aren't summoned and do die when killed.
Not sure how that applies in the case of Mephistopheles, but it's a fun fact at least~
