* bows (short / long): dexterity for the attack roll bonus. If it's a composite bow, add strength to damage. If it's not a composite bow, no extra damage from strength.
* dual wielding concept: mechanically, it should work. Dexterity bonus to attack rolls on both. Strength bonus to damage on both. It might only be half-strength bonus to damage on the off-hand weapon - not certain about that.
* viable option: not for me to comment - perhaps someone else will advise.
There are two unique javelins in the whole game. Not counting a certain intelligent weapon who can transform into other weapon types, including becoming a javelin.
You will likely see some magical javelins along your playthrough with generic enchantments. But that's pretty much it. Not kidding you here. If there were a special award for the most underrepresented weapon type, it would go straight to javelin.
Still can be a fun weapon choice if you don't specialize in it and have it more of a ranged side-arm.
If weapon in secondary hand is one-handed it gives -4 penality, and both Javelins and Darts are one-handed weapons. So axes are only light throwing weapons.
If you do use Weapon Focus feat you can have Javelin in main hand and Throwing Axe in secondary hand.
