2. It's not that. The target doesn't make the roll, The caster does. It's 1d20+caster level (+any spell penetration bonus) against the target's spell resistance. If the caster level check beats spell resitance, the spell works.
3. it's 1d20 + melee attack bonus (which is BAB + str or dex + touch weapon attack bonus). It's not just the str, the BAB factors in too, as well as any melee attack bonus that is not weapon specific. That's why touch attack weapon focus feat works on melee touch attacks.
Note if you have Weapon Finesse feat, and DEX higher than STR, then you use DEX for Melee Touch.
