Still, you sure they said 3? Doesn't make much sense, since only Demon has access to the Abyss at that point. And even then only limited and without party. It's more likely they meant 4 when we are actually inside the Midnight Isles and have access to the required harbour and its flying boats.

And yes, I don't think it makes sense either. Did he make a mistake? Or will the player be introduced to the abyss portion of the game before chapter 4 now?
So the dungeon will be connected to both Golarion and the abyss? Huh, that might work.
if it has to get as straight forward as possible, you probably just stumble upon an portal on golarion leading into the midnight island where the dungeon is located and when you are in the abyss in chapter 4 you can reach that location with just asking a ship guy
that way you can access the dungeon from chapter three till five

You can start DLC 3 from Chapter 3 and your fisrt expidition would be in the Chapter 3, your second expidition would be in the Chapter 4 and your third expidition would be in the Chapter 5. But you can start in the Chapter 4 or 5, and play more expidition at one time.
I can't say particular time to make a save and stop playing, because I haven't tested DLC in the campaign (I was playing just roquelike part), bur as far as I know it is hard to miss.
