That series of puzzles can go all the way to hell and i'm half tempted to use Toybox to set that quest to 'Completed' status.
1.) All tiles must be placed, which should be obvious.
2.) Adjacent tiles must have the same symbol touching, like with dominos.
3.) The periphery tiles indicate columns or rows that MUST have exclusively those tiles in them, and in that order.
Absolutely nowhere is this mentioned in game, and almost no guides out there even attempt to explain how the puzzle works, only give screenshots to the solution. That's the failing on Owlcat's part, no indication or clues to what the solution is until you already have the finished puzzle in front of you.
I did go back to a fresh start for the Final Veil puzzle, before a tile got stuck.
Well I did not hesitated over this for a second even with older picture guides and as the description of rules above - yes also got those rules and they work so if the puzzle wont trigger I am able figure out what is wrong myself.
Only thing I still dont get are two different colors on tile, did not found any relevant rule to it.
The last bit about order is incorrect. For example, if that was the case the Final Veil puzzle would be setting an impossible condition in the right-most column. The peripheral symbols only indicate the set of unique symbols in the row/column, not the order of them.
