Ray is the same as ranged touch attack and uses dex,
If the spell says ray or 'ranged touch attack'. Then it is a ray and range is >0. If the spell only says touch attack, then it is a melee touch attack, range should be 0.
When selecting weapon focus or critical feats, you need to be careful to pick the right one, usually ray,
Touch attack spells are mainly used by magus to combine with weapon attacks,
Steady Finger right now, a ring that adds a +3 competence bonus to touch attack rolls. I have not used this, but my guess it only applies to touch attack attack rolls, and not rays.
Think of 'touch attack' and touch attack as homonyms. One is a noun claus describing an attack type and the other is a noun plus adjective describing attacks types in a colloquial fashion rather than a technical one.
The ring really DOES work with ranged touch attacks, which makes it an EXCELLENT item given how much of any offensive caster's damage output will come from these.

Ranged Touch attacks and Melee touch attacks are the subtypes. They differ in that ranged uses Dex and melee uses Str, by default.
It is also notable that Reach spells can transform melee touch into ranged touch.
