I think Visual Adjustments 1 let you apply a permanent reduce person effect but I don't think VA2 can do that and VA1 is no longer compatible nor updated.
Edit: Okay, Toybox does let you add a permanent reduce person visual, which is presumably what the game uses for Woljif's flashback.
Under party -> buffs search for "reducePersonBuff_StayOnDeah_Cutscene".
This reduces a character's model size by one step but doesn't seem to affect stats at all.
I completely agree with you about her looks. She herself talks about still being small as a little girl and everyone grew up around her, makes sense for a young elf, so it's somewhat disconcerting to hear her lines delivered by a full grown woman. It's less "She's some fey child" and more "She needs her head checked".
Visual Adjustment 1 is no longer compatible it seams and Visual Adjustment 2 doesn't have this feature.
In Pathfinder, and Elf is considered an Adult at 110.
