It applies directly to the item now and causes them to look enchanted even though they are a bog standard Full Plate, for example.
You're probably right though in that this is likely unrelated.
*edit: I think I just figured out it is tied to the magical vestment spell on the cultists. As I just defeated a demon army on the campaign map and found this +2 breastplate with a sell price of $1k. So if you defeat a cultist with magical vestment, the drop is incorrectly still labeling the breastplate as +2 (if the price is accurate at $50). But if you find a +2 breastplate as part of random loot, the price is over $1k.
