Is Xorges bugged? (Spoilers for Acts 4 and 5)

I've just reached Threshold, and inside the prison there's a fight involving Xorges.
Supposedly he is there to help, but during the fight he is just standing there, getting shot at by the enemy archers. He neither moves, nor does anything else noteworthy...

I've noticed the same during the defense of the Nexus in act 4... The dialogue option after the Nexus fight hints that he should have been doing something there as well - and something quite impressive too, but he didn't.

Could it be that his Qlippoth abilities are bugged?

Yeah, he is useful in that role, but the dialogue after the Act 4 battle mentions tentacles which he definitely didn't use during the encounter - at least for me.
