Report a translation problem
Combined from what I have tested briefly and read online:
a) you don't actually get the blood blast. at all. You get a water+electricity blast instead at the level where you should get blood blast
b) you never get the vampiric healing thingamajig ability. it just... doesn't get added to your character when you reach that level (not sure if it WOULD work if you were to get it, but you just dont get it)
c) wrack seemed to not deal the intended reduced damage. this is helpful for the player, but still broken
Really only a) matters to me and is a complete dealbreaker, i dont particularly care about the other problems.
I'm still waiting for mounted combat Chavalier to be fixed.

I tried the other subclass (overwhelming soul) and its core ability that allows to reduce the burn cost of things other than blasts is simply not working at all (just like that - does nothing when used). So more than a half class-specific choices are completely unusable.
Comparing to that state of blood line seem to be OKish by your description...
Hopefully they would fix it, but they seem to be incredibly slow for some reason.
Yes, getting ACTUAL Blood Blast and Vampiric Infusion is a deal breaker for me. But, yeah, Cav Charge + TBS ... come on! At least add "Drive by" or whatever's the Feat's name. Cav is quite meh right now.
If a Feat says that it reduces Wild Talent costs(or whatever else with WT), that's everything else except Blasts, yes?
It looks like it was not working since launch too, because I found very old threads pointing out the issue.
ALL things, a Kinetist uses, except of Infusion and the Meta-skiills are considered wild talents. Especially the blasts. So you should be able to reduse your healing - for example - with gather energy. I'm not sure if that is the case, however. But according to the discription of the blasts of a kinetist it reads: "...you choose a simple blast as wild talent at level 1..." And you CAN reduce the burn-costs of special blasts alone with gather energy. (all special blasts in pure form cost at least 2 burn. This is considered a wild talent, not an infusion, becuase "unfusion speicalist" won't reduce a special blast. You'll get an extra talent for that later.)
Hm. but to topic: The blood kinetist still does get a water/electic-blast at level 7. But this is still called "blood-blast". I didn't use it yet, since I only leveled wanduag as blood kinetist. But if that blast realy dows lightning damage as part, you have to choose abundant element, which I didn't so I didn't play her as kinetist, yet and reloaded instead.
As I saw this, my qustion was, if thiis is correct: does the blood-blast do lightning as part?
(I wondered, what's so special about the blood-blast in the first place. Just another bludgeon -blast but considered a special, not simple.)
Well, since it seems, that the blood kinetist is heavily bugged, I think I level her as EE, as I planned in the first place. I considered blood-kinetist, then because of RPG-reasons. (I just think, it fits the theme, because spiders are blood-suckers....)
