Right before writing this I actually approached a set of enemies and let loose a fireball before combat even started and it still did this? So it must be a bug because I only get a standard option without movement (unless that's all i'm doing) and sometimes i only get a 5ft movement, I check for penalties.
Thats not a bug its how the game is implemented for suprise rounds.
Even when I surprise them? Kinda takes the benefit out of a surprise attack.
you get an action and they dont... thats the benefit
That make alot of sense, I overlooked the fact my entire team goes first after a out of combat attack. Thank you for clarifying.
Also, mobility toggle on?
