Half movement during first round of combat
So I noticed in turn based that at the start of combat, all my characters have half the movement speed. Is this a curse? A bug? Core rules? If its core rules are there enhancements or feats I should be looking out for? Up til now I just try to charge, buff and use range attacks as possible.

its a surprise round. opponents dont get a turn, unless theyre surprising you, and everyone only gets 1 standard action.

Right before writing this I actually approached a set of enemies and let loose a fireball before combat even started and it still did this? So it must be a bug because I only get a standard option without movement (unless that's all i'm doing) and sometimes i only get a 5ft movement, I check for penalties.

Thats not a bug its how the game is implemented for suprise rounds.

Even when I surprise them? Kinda takes the benefit out of a surprise attack.

It's a balancing issue. You still get the benefit of launching that first attack out of combat, and initial actions in the surprise round as long you've got decent initiative. The AI doesn't have an equivalent version of this because 99% of the time they aren't actively hunting you.

you get an action and they dont... thats the benefit

That make alot of sense, I overlooked the fact my entire team goes first after a out of combat attack. Thank you for clarifying.

I've got the same issue, but it's not a surprise round. Everyone (except Jathel for some reason) always moves half their speed as a move action.

Do you usually open fights by sneaking towards the enemy?
Also, mobility toggle on?
