Honestly, you can make a devastating enchanter without the use of Best Jokes and you will barely notice any loss of function. It's a funny meme ability, but it's not really important and you can 100% skip it. It's funny when it works, though:

Hideous Laughter is a bard, wizard, and sorcerer spell. Easiest fix is to take one of those classes or Loremaster which can also grant a character the spell. Otherwise, it's pretty much wasted
Cackle isn't a spell. Cackle is an ability that extends the duration of certain hexes (agony, charm, evil eye, fortune, or misfortune) by one round on everyone in range.
Basically first she needs to hex someone. Then she needs to use cackle to extend its duration. Its a move action so she can do both. Cackle does nothing if Ember hasn't hexed anyone.
Ignore that she exists and dump her back into the streets where you found her.
Did you actually read, what cackle does? It's not a CC. And you can use it at least as a fast action (and that's pretty important imho.). Cackle does enhance the duration of all other hexes in an area of 30 feet. (or meters or yards, whatever the english range is...) I use it as a temporary hex usually. (so I can change, if needed.) It's worth it to lengthen the effect of hexes, the enemy withstands. (Since they work one round then, but can't be cast against them again. So with cackle they work 2 rounds. and you can use it in the same round, you've casted your hex.)
So it's pretty obvous, that best jokes doesn't work with cackle, because cackle does something completely different. But the hex iteself is pretty good imho, And I would keep it, if you reskill. (or just take the temprary hex, and select it for this. You can change then, if needed, once per day.)
BTW: cackle isn't a spell, but a hex. You shouldn't confound those two: The main difference is, that you can use a hex as often as you want per day, but only once per enemy. And, they're pretty powerful, if a comparable spel even exists (like slumber) But for most hexes, there even doesn't exist a comparable spell. (evil-eye? or the hex, that lowers element-resistances for example.)
So, yes, you somewhat wasted that mystic talent. However, there are ways to get the spell, as mentioned above. (or you just reskill. This will also give you your mystic feats again.)

It is obvious that despite playing 128 hours to reach beginning of Act III I have a lot to learn because i did not play much on Kingmaker and Pathfinder rules are new to me.
What you say is right i did not make a disctinction between hexes and spells.
Now i actually do.
I was higly frustrated because i felt like i messed Ember up. I indeed took a wrong mythic path but i think i can overcome it even if i play in principal mode to keep it as close to real game rules as possible so it is sometimes tricky.
