There are not many living things that just stand in place when they're afraid. If you don't want them to run away, stop inflicting fear.
Fear is good if you're using it properly. If you're not using it properly, THEN it becomes irritating. And if that's the case, swap out for some other ability or build, like a Hold Person caster.
How about when afraid, they run till they hit the edge, and I dunno, turn and run in a different direction? I know I hate having to point out logical things like this.
It is what caused the situation I described. I understand tiny dragon is frightful, but please stop running outside the edges of the map.
I found a cloak with an aura of fear. In some situations it was useful, but in others it was more troublesome. In such cases, I immobilize enemies with spells, like Constricting Coils or Icy Prison etc, if possible. Or disable tactical combat and wait in place for them to return after the effect ends.
I would prefer that they run no further than a certain distance from the player's group.
Sometimes, chasing only one nimble demon I spent in battle mode almost all the time at the location, clearing out on the way all the groups of enemies that I met while I was trying to get that one coward azz.
But I would love it to be a dice roll, either they run away or cover in fear. Each round that they are affected make a new roll, they run or cover. That would still make it thematic but lower the needed chasing quite a bit.
