In-game, possibly for balance reasons, they probably didn't give the standard Babau that sort of advantage: possibly for plot as well (3 dozen teleport right into the Inn, game over). But it shouldn't be all that surprising that the beefier infiltrators get it, especially towards the end of the game.
It may also depend on the difficulty options you have active. One check box expands the enemies spells and abilities, though the only difference I've seen with that is the rate of dispel magic popping off.
hmm i see that do makes sense i guess. Just that on 4 characters i have only seen it once,
