Sosiel's Night Gamblers is broken

Sosiel appears in the graveyard with a crusader, but seems like someone else is missing as they don't do anything and I cannot speak to Sosiel while he is in there, I have tried showing up during many times from midnight to 4 AM, I skipped time, little by little and save/loaded many times, the other members of his group never show up.

Lmao right after posting this I loaded the save and it triggered, but that took over an hour of attempts.

Im not getting the trigger either, and there is only one soldier at the graveyard, where there were suppose to be two if my memory is correct.

Edit: Second this, after I posted this tried again, and npc the barrel and Sosiel were there, I guess if they all dont spawn properly, it doesnt trigger.
