So on my 2nd playthrough (trickster this round) and I am at the Deskari fight part 2 in threshold. The cloak fears him and i watch as my team just chases him down and auto's him down. I have a very high success chance of free or paralyze on high level demons with this thing it is great. The bad the fear is crazy there is no rubber band on enemies and they are rational they don't run into walls so you always get these demons using a full round run to go super far and trigger more pods of enemies. This is why I nominate this the best item and worst item.

Literally just finished the Desky fight with this cloak and it was the stupidest ♥♥♥♥ ever, lmao. He just sprinted around like he got sprayed with Raid and didn't even get to attack.

32 Will DC is technically quite high on what is effectively a random cloak you can find.

Granted, it still depends on what you want or how you and your party are setup to exploit this.
