So in act 4, after making the perception check, getting the response. talking about all the other stuff, do i still have to refuse to take the power up? I refused to take the power until we talked about all the other stuff, but now that has passed, and now i have only the choice. Take the power, or refuse it? I feel like i should take it since ive heard her arguments... (this is for the secret ending yes) but the websites seem to lack depth in their guides.. They dont say to not take it after you've asked for knowledge first, or should i honestly just weaken myself by not taking it even after hearing her out and getting "answers".

According to the guides I read, it doesn't matter as long as you don't take it the first time it's offered. That said, I didn't take the power or anything from any of the demon lords and I got to ascend. I even refused the boon from Nocticula and dropped the Headband of Mental Perfection +8 that she gave me at Threshold (it was really weird that she offered it, considering I killed her once already).

IIRC the line of dialog after you fight her is something along the lines of, "I was more interesting in understanding what was happening to me, than in gaining power."
