Have you tried it with the Steam client off? In doubt... rename the .exe when adding the DLC to your account, and then have the game verify files to force download the DLCs...

your suggestion, for me, didnt work. but i got it to work.
for any one else having this issue, another avenue to the solution:
i clicked the add all to cart option...which showed nothing in my cart, went back and then they were finally notified of being Downloaded...*shrugs* maybe it finally activated after i kept prompting it to lauch via the dlc, i can not tell :T

Without proper launcher options, the game would start before downloading the DLCs, resulting in... not what is intended.

And in doubt: verifying your game files always force download any not downloaded yet activated DLC.

Do you own the season pass per chance, which includes all DLCs in the first place?
Usually DLCs need to be at least linked to your Steam account first, before the Steam client of yours consider them as items you are eligable to download.
Once those are linked to your account, then yes: they get downloaded automatically on game updates - if they are activated.
