Permanent haste effect during combat, where from ?

Hi all,

when dwelling in Iz, I noticed that everyone not too far from MC got a "permanent" haste effet that triggered during combat. See here for a pic[ibb.co].


The thing is... I really don't know where it comes from.

MC is an Angel (M8) with Speed of Light (but I get the haste effect even if not using the Sword of Heaven) and I recently had the storyteller repair Areelu's cloack (but it shouldn't give a haste effect). I can't find anything among equipped items what would give such an effect.

I guess I'm missing something, but I fail to see what. Any ideas ?

cloak was mentioned before by others to give this effect for angel, probably bug started some versions ago

I can confirm this. I'm Angel and have the cloak The Bound of Possibility. Without it equipped I get no Haste. With it equipped it causes Permanent Haste until end of combat.

Makes it pretty dang powerful in Act 3 lol, especially for a Paladin/Oracle like my MC
