Crusade Diplomacy Rank up / Can't get past Rank 6

Is this a known bug or do I have to trigger something? I have almost 2 million diplomacy points and can't gain the rank up.

Crusade stat rank ups are handled by crusade decree quests. These take 1 day to resolve. For diplomacy, you're looking for "strengthening diplomatic connections." It is a handshake icon card, the icon for diplomacy. In act 3, Crusade stats can only go up to level 5, so if you're in act 3, that's why. If you're beyond that, fish around your pile of unused decrees for the diplomatic connection card and fire it up.

Some of the rank ups have secondary decrees or quests you have to complete before you rank up. E.g. for Logistics 8 you have to do the Requisitions decree. I think you have to defeat Korramzadeh's army for some of the Military rank ups, etc. IIRC for Diplomacy 6 you should have a decree you have to pass associated with the choice you made in the council, e.g. contact the River Kingdoms for help with the revolt. Doing that should progress the stat.

I don't have any decree left for diplomacy. I already defeated the army and other stats are maxed out.

EDIT: Nvm. Seems like a bug. I can't get past rank 6 in diplomacy but got the achievement that I brought everything to max.
