"Using a scroll is like casting a spell for purposes of arcane spell failure chance."
It wouldn't apply, however, to divine scrolls that you can find/buy/your divine (this includes druids - don't think that it would fly with their spells that appear in arcane spellbooks, like Sirocco or Polar Ray though) merc scribes for you.
Wearing Mithral would mitigate the problem to extent + you could consider Arcane Armor Training/Mastery but that would cost you precious feats.
Yes, it should if the in-game text is accurate.
The skill in question states that you cast the scroll at your "Caster Level".
When you multiclass into something that says it allows continued arcane learning based on the class used to qualify for the class blah blah blah blah blah.
Basically, When you play to lv 10 wiz and then hop on to EK for 4 levels, you lose ONE caster level since lvl 1 of EK doesn't have arcane learning, but after that those additional levels link to your Wiz to determine your overall "Caster Level".
Now, if you did like...2 bard, 2 wiz, 2 witch, 2 sham AND THEN went for 5 EK levels...you would be asked to choice ONE of those classes for EK to draw your magic from. Since you only have 5 levels of EK and 2 in the magic class your CASTER LEVEL would only be 6.
tl;dr Yes
