the outcast quest

I am at the end and I am told to write a letter. The quest marker is in the citadel in drezen and there is no option to write a letter, nothing to interact with no one i talk to has an option for it.

So my question is, how do I write a letter in regards to the outcast quest?

finally fixed itself after a month of skipping days. I just had to delay the queen for a while
