My scroll savant can only make some potions.
I made a spell savant "mule" to sit in crusader's camp and make potions for me. She has high skill in nature, arcana, and religion, as well as use magic device. She has mythic brewing. She can only make some of her spells as potions and not others of the same level. Some are from the same school of magic and she can only make some and not others. How is this determined?

From the PFSRD:

When creating or attempting to purchase a specific potion or oil, it is important to keep in mind the information below.

In order to be made into a potion or oil (oils aren't in the game, so moot), a spell must meet all of the following criteria.

It must be a spell of 3rd level or lower. (Increased to 6th with Mythic Brew potions.)
It must have a casting time of less than 1 minute.
It must target one or more creatures or objects.
It must not have a range of personal.

I don't know how accurately Owlcat followed these rules or if they tweaked them, but In short, not every single spell can be made into a potion.

Well, as far as the rules I stated, hurricane bow (if that's the spell you mean) has a target of Personal, which means it breaks one of the rules and thus can't be a potion. It's possible the fact you were able to make one at all was some kind of bug that's been fixed. Or, maybe I'm talking out of my *ss and am completely wrong, that's a possibility too.

I may be mistaken. I was able to make the scroll, but nobody can use except my paladin. My two archers can't use it. I don't know why my paladin can use it, perhaps it's her high charisma? Her use magic device and arcana skills are low. Sorry to change course, but do you know what skills increase the ability to use scrolls other and use magic device?

If your character tries to use a scroll for a spell on their spell list, they can do it without any requirements. So, for Hurricane bow, I know it's on the Ranger spell list, so rangers could use a hurricane bow scroll with no checks or anything. You don't have to have the spell, it just has to be an option for the class.

As far as using scrolls if the spell isn't on your list, it's just straight Use Magic Device. Use Magic Device is a trained-only skill though, which means you need at least one rank in it to even be able to attempt the check.

If you are able to use the scroll but nothing is happening, that's probably because you're failing your Use Magic Device checks. To help with that, feats like skill focus and deft fingers (I think that's what it's called) can give you an extra bump to the skill.
