Especially Robe of virtue (blackwing library, but where exactly and when? cant find it)

That is possible, despite the chance of rolling it six times+ in a row is to be considered low. But nevertheless possible.

Not every class has perception as a class skill, nor would you have more than 11-12 perception at this point anyway. I've saved scummed that particular secret door way and I have 1000 hours in Kingmaker on Unfair ...

1 you can find in act 2
1 you can buy in act 3
2 you can buy in act 4
the one you looking for can be bought in act 4

How bad is the morale hit from getting the robe in Leper's Smile, and is there any difference between stopping for one item or getting them all?

If it's the only item you're getting and you want to save the halfling in the crack, it's fairly minimal, especially when using Sosiel as your bait. But there is a huge difference if you get one vs getting them all.

Truthfully, i do cheat with Toybox and set my perception to 40 because i am a disgusting and horrible individual. Its stupid that you cant just wait an hr and try again, same thing with lockpicks, which was kinda solved in this game, but kingmaker made me save scum so hard on chests.

I always have my Perception higher than check number. Having good Wis + feats for Perception chosen is enough.
You can do fine without cheating.

Rolling 1 on skill check is not automatic failure, both in Kingmaker and WotR.

So is the robe of virtue supposed to be lying around in the Blackwing library or is the storyteller supposed to give it to you or does he simply sell it to you later on (chapter 4)? I don't recall seeing it in the library and my character has a fairly good perception skill.
