When you have an issue and start checking, make sure to make a general check to get faster to a possible solution:
■ Is the version you are playing the latest?
■ Are you using mods? If yes, do the issues still persist when you uninstall the mods?
■ Are the game files integrity still okay? After multiple patches there is no guarantee that some leftover files might lead to unknown issue which would usually be cured with a verification of game files.
■ Are you playing the game with combat in real time mode or turn based mode? If you are playing it in turn based mode, do the issues still persist when switching to real time mode?
■ Make sure to provide information which OS you are using. There are differences even between Windows versions which can lead to certain issues.
■ Keep your drivers up to date. You might be surprised how a corrupted file with video drivers, usb drivers, etc. could cause the game to crash. Before reinstalling the game after all files have been verified, you might want to make a clean reinstall your gfx card drivers first, as it turned out to be an uncommon yet not rare issue with crashes.
■ Send a bug report ingame by pressing ALT+B to open the reporting tool. Your save file and gaming system's specification will help the developers to identify special causes of rare issues.

The infamous ToyBox might be of help for you.
How this all gonna help me if the quest is already triggered and the save before is 20 hours ago?
if you went through all that already, then just deal with it. Skip the quest. Easy as that.
Im not going to "deal with it". Thats the stuff why people quit playing after 100 hours.
No, definitely not. That is your personal opinion and your personal issue. If you exhausted all options already, then you are done for it. It is a matter of acceptance, not a matter of fixing.
Even if the issue gets fixed you most likely have to start a new playthrough to see the fix working since it is something which can hardly be applied onto your save game, considering all similar issues which have been seen in the past.
Accept it. Period.
Night gamblers also need to be done during the night
Yes, i know. This is a bug even after the still existing bug where he dont appaer at some places.
I never spoke to him, didn't know there was an interaction that way. If you watch without being seen, he got angry for no reason at some soldier and you can shame him/whatever.
Also, I don't think this quest brings ANYTHING. Even with toybox, I couldn't find any kind of trigger related to it. I'd say it's 100% ok to skip it.
I assume they planned to have a way to turn him into "evil angry guy", considering his anger issue (like his bro). But it leads to nothing, which I assume is because they didn't do it eventually. With my lich I kept pushing him into anger, all sith like, and it didn't change anything.
The 4 endings associated to Sosiel are NOT related to his anger issue. 3 of them are related to his brother (how it's solved in the end), 1 is related to a specific path and specific choices (and I'm not sure that one have any impact on his actual ending, since it happens after you solve his brother questline).
Quest failed when jumping into act 4, but I was still able to start his arena stuff, and even able to save Trever for once...
Night Gamblers just seems to be a buggy one, 3 full runs in, I've had trouble getting it to work every playthrough.
Who cares about that quest anyway? WHAT i care about is a failed quest in my journal for no reason.
It probably have something to do with the ghosts in the graveyard if going lich path. There should be a conversation with the soldiers when you approche, but its not triggering. After that one liner he is not returning to the graveyard again and the soldiers disappear.
Ok so I came back after another night, went back to the graveyard, and the proper conversation triggered. 700XP and a completed journal entry, so for anyone else having this issue try coming back another night or save/load right next to solsiel like someone else suggested.
