Nope! From level 10 on rogues can take advanced talents as well as normal talents. It's just that Eldritch Scoundrels get fewer rogue talents than normal.
And by far your best choice at level 12 is Double Debilitation and it's not close. Crippling Strike ends up not really doing enough since once you're hitting enough for it to matter stuff should already be dead.
I'm a fan of wearying strike, personally. Chipping at an enemy's con with your sneak attack damage is the most efficient way to make even the beefiest enemies dead fast.
I am not picking this perk for the easy mobs. I want crippling strike for the enemies that take 2+ rounds to down.
