Ohh, your awesome, ty!
When you are in character creation or retrain screen, pick custom at the portraits tab.
Hit the "+" to create a new template. Select the template and click on change portrait.
You get access to the portrait folder and all you need is to exchange the template with a portrait of your desire. The sizes you need are shown with the template.

Give the order a number that is not yet in the directory, like 511 or 463, and so on

Copy and then paste the line above into your Windows explorer. It will direct you instantly to the correct folder.
I bet you did nothing wrong. Windows just tend to keep those things hidden by default, and it is essentially that kind of folder no one would stumbled upon unless you know where you are looking for. It might not have showed up in search results because of that.

When you select ingame you want to use a custom portrait, then hit the plus symbol, the game creates a template image. All you need to do with the portrait pack is:
a) pick an image / portrait set you like
b) copy the portrait set you like
c) open portraits folder as seen on the screenshot via ingame menu
d) override the template files by pasting the portrait set you picked
d) select ingame to refresh the portraits in the folder
Then the portrait becomes selectable for your character creation / retraining character.
Tip: if you want to use a new portrait without starting a new character or retraining you can add the portrait ingame as described, then close the game and use the save game editor mentioned above to change the portrait of your current player character.
But one step after another ~
I had the same problem, I search the PC for "Owlcat Games" and it came up. It's really strange. Maybe a hidden folder somehow? Anyway after the third time I had to search, I made a shortcut to it.
use this: %userprofile%\AppData\LocalLow\Owlcat Games\Pathfinder Wrath Of The Righteous
that owlcat games uses spaces instead of _ there mistake not mine. spaces should never be used for file or folder names depending on how you open this now you may need to use "". windows file explorer will work just file with "".
appdata is invisible by default to protect the casual from destroying there system or soemthing.
