The pathing is affected by the moving objects as well.
At least for turn based mode, that was broken regardless of the rotation and the moving objects. I did my entire playthrough in turn based, and specifically during the fights with the conspirators in the Middle and Upper City the pathing was broken beyond belief. The fights were the one with the Vavakia, 2 Lilitu and 2 of the Oolioddroo and the one with the Vrolikai, the Ecorches and their vampire minions.
In both of these fights, no matter where I started the fight from, in turn based, all characters could move only in one direction that would make them walk off the map until a point where they cannot walk anymore. Both for enemies and allies. You could five foot step in the direction but that was all.
The only way I managed to resolve these fights in turn based was to pre-cast Sirocco, trigger the fight when they are all prone and beat them without anyone moving. I got the tutorial popup and had no problem with moving the objects around, but no setup fixed the pathing during these two fights either.
That makes absolutely sense and is worth a proper bug report and investigation. The triggers for the objects movement are supposed to be on pause during a turn based mode battle. If that is not the case it is a topic of improvement.
The fights are still unfortunate though. I prefer turn based mode since it lets me think ahead and position people. I...suck at non turn based. I tried but I think I left it off ever since one of the early fights where you had to defend the city against waves of attackers.
Have you turned off tutorials?

If not, you might want to submit a bug report for not getting it.
I have the tutorials still on, selecting 'don't show me again' once I have what its telling me. So yeah guess I better submit that as a bug then.
