Find Thall in Market Square?

I'm trying to find Thall the Wallflower in Market Square (have already explored the map, found Ikles and Aranka, gotten the scarf) but I can't seem to find Thall anywhere. Any hints as to where she's located? I don't want to do the Gray Garrison until I finish up these side quests.

For anyone else trying to find him, talk to the group of crusaders near the rubble bridge (south side of the chasm).

You can only talk to him after finding Aranka and getting her scarf.

Where are the group of Crusaders? I am running around the market area and can not find anyone!

Middle of the map, by the south side of the bridge of trash you build to cross the chasm.

If you go straight down the street (that borders the rift) Thall will be dressed as one of the crusaders (the one wearing a hat with a plume) protecting some townsfolk. (If you talk to him before taking the quest, he is the crusader that mentions he should have prayed harder, and is out of healing spells... mostly because he is a mage)

As mentioned above, you need to do the Arendae Party House quest before you can find Thall. You need to talk to Aranka after the battle with the demon party crashers.
