Seelah's Aura of Greater Courage does work on Frightened?

Texts reads that it makes party immune to fear based effects. However my party still gets Frightened and scatters even when they are near Seelah, with her courage + greater courage buffs on. How come?

If you are on the Vavakia, basically nothing works against it. The Azata has a skill that removes it for 1-2 rounds, but then back to square 1. It even fears its allies, which is ridiculous.

Yes its not on the list of known bugs and has been reported a million times.

Pretty sure at this point its a design decision.
