He was in my party in Iz. After I was done with the area, the story teller broke the news: "Many people died, like Ciar."
That part is really buggy for Lich.

If by "recruit" you mean lich shenanigans, then you need to check up on the pillar of skulls some time. It will tell you to provoke Ciar so you two can get a happy ever after.

You get no notification to go talk to the Pillar for the event, so it's entirely possible to miss out on him if you don't feel like having a chat with the Pillar from time to time, for no reason.

I killed apprentice, gave him the symbol, told him i did it. it never triggered on it's own.
I had to trigger it myself. when the queen arrives in Drezen (just before the end of the act) I went to the Ziggurat and talked to the pillar and this is when the quest activated for me, as soon as it was done complaining about crusaders creeping around i asked it about graveguard and it came up with Ciar. Maybe if you go too quickly through things this forces it to happen now, or maybe the pillar never gets your attention telepathically the same way it does for other things when you are not there.. kind of annoying, could use a fix.
