Halfling and Gnome base speed

Ok i might be stupid so forgive me, but i'm very confused at the racial feat for Halfling & Gnome. They both have a racial feat gives them a base speed of 30. Think its called hasty for halflings. But they also have slow movement that takes there base speed down to 20. if you make a normal halfling its base speed is already down to 20. So is the feat suppose to negate the slow movement penalty, or halflings suppose to have lower than 20 speed. This could also be a bug. Just unsure cause the new patch said it fixed some racial feats. ty in advance.

This is a bug.

Fleet of Foot: Some halflings are quicker than their kin but less cautious. Halflings with this racial trait move at normal speed and have a base speed of 30 feet. This racial trait replaces slow speed and sure-footed.

The new Trait should replace Slow Speed as well as the other Traits it replaces by default.

Ah thanks i thought i was going crazy cause of the new patch. like is this a bug is it not.
