Life bubble doesnt work?

When I use it there is no animation and no buff icon...? Is this skill broken?

My oracle casts it, but it buffs only the caster and not the party, as advertised.

There is nothing visible when you cast it? I was thinking there would be a aura or something? Do you get an icon on its portrait?

I get the icon, no optical effects.

I get a jibberish tooltip spell on my whole party when my Wizard casts it. I don't know if it actually works though.
